Add header images to the Category and Section Pages

Add header images to the category and section pages to improve user experience. This will also make it so that when shared on social media, a thumbnail is generated correctly. Right now, the thumbnails for categories and sections appear solid.


- Note from Brian:

We would also need to think through the interface for how teams can update those images without needing developer support each time.

  A Jira ticket is in with a Dev to do an investigation, no plans for implementation yet. More research in scope: https://theirc.atlassian.net/browse/SP-2369
