Unique URL for the User's filtering on websites

As an end user I would like to be able to share a link with the filters I selected so I can share a link to certain services, or certain articles based on the filters I have applied on the page. The URL will update with 

refugee.info/articlenumber/filter#health/filter#latitudelongitude

  We moved over to our new project from SP to SPP, this is the new Jira number: https://theirc.atlassian.net/browse/SPP-337. It has been marked as a high priority and placed in the next sprint starting Jan 31. The effort is marked as very high.
